Governor Martin O'Malley has pledged to sign it according to CNN.

According to the BBC Governer O'Malley said

"Evidence shows that the death penalty is not a deterrent, it cannot be administered without racial bias and it costs three times as much as life in prison without parole,"

CNN said "Maryland will become the sixth state in as many years to replace capital punishment with life in prison without parole. Currently, 33 states, plus the federal government and the U.S. military, have the legal option of imposing the death penalty, while 17 plus the District of Columbia do not."
